HOW THE BRITISH ARE FRAMING FDR FOR PEARL HARBOR

The USA had cracked the Japanese diplomatic code, and only a fraction of the Japanese military code.

The British, on the other hand, had cracked both.

The British and their allies in FDR's administration were not passing on the military interceptions to FDR.

The only British documents from WW2 that have not been declassified are the intelligence briefings that Churchill received during the first week of December 1941.

A number point to an entry in the diary of Stimson in which Stimson wrote that FDR spoke of tricking Japan into attacking the USA but making it look like Japan fired the first shot.

If this is true then it indicates that FDR was willing to engineer something, but not necessarily the Pearl Harbor attack.
